Motion To Recommit
In the House, a proposal put forth by a member of the minority faction at the conclusion of floor deliberation that, if accepted in its straightforward form, sends the bill back to legislative committee. If paired with “instructions to report back immediately,” the proposal effectively grants one final chance for a minority faction member to present an amendment to the bill. In the Senate, this proposal may be introduced at other points during the consideration of a bill and is not exclusive to a member of the minority faction; it can also serve as a method for proposing an amendment.
