In contrast to public bills (which pertain to communal issues and address individuals solely by categories), a special bill suggests offering advantages that are limited to one or more designated individuals (including companies or organizations), typically when no alternative legal solution is accessible. The Legislative Subject term “Special Legislation” is assigned to proposals intended to provide advantages that are confined to one or more specified individuals. Proposals with a Legislative Subject term designation “Special Legislation” generally do not receive a Policy Area term designation.
